I'm having fun with this laborious translation on this baking hot day - sigh...

My assumption is that it is referring to Articles 7 and 30 of the EU directive, but it seems like a strange turn of phrase to me, so I thought I'd better seek some clarification.

To the two people who have voted to downgrade my question to non-Pro: you might like to reflect on times when you, in your professional capacity, have not previously known or encountered something, and how you would have felt if someone called your professionalism into question. There seems little value in having a community if certain people are going to effectively belittle someone for asking a question because they haven't encountered something before. And I would wager that there are many Proz professionals like me, who don't claim to know it all and are proud as part of their ongoing professional development to keep learning....
To all the others who have helped and been supportive: many thanks; that is what a community should be about.

That guide is very useful, thank you very much. Legal texts and EU texts often contain strange wordings, so when you combine them together, it can be hard to know what is right! I'd never heard of "los considerando" and thought it must be some very specific turn of phrase. One lives and learns - thankfully.

Introductory references in a directive are referred to as "citations" and, as others have pointed out, references in the whereas section are "recitals". The following is taken from the Joint Practical Guide (available in numerous official languages):
"2. ‘Preamble’ means everything between the title and the enacting
terms of the act, namely the citations, the recitals and the solemn
forms which precede and follow them.
7.3. The ‘enacting terms’ are the legislative part of the act. They are
composed of articles, which may be grouped into parts, titles,
chapters and sections (see table in Guideline 15), and may be
accompanied by annexes."

Asker: Thanks Silvia. I saw that as an option but completely discounted it on the basis that I thought a recital was to do with music! I never imagined it would be a legal term, and assumed it was a strange turn of phrase rather than a specific term.... so I didn't even research it further. Thanks for that.

Note to reference poster

Asker: Many hanks Taña! The Directive doesn't state whether they are Recitals or Whereas clauses - however, at the top of the list of those clauses, it says "Whereas" and a search of the document does not throw up the word "Recital". However Phil Goddard says above that EU Directives uses the term Recital.
