In most areas it's nearly impossible to raise broilers commercially entirely free-range because of predators, especially hawks. A fence will keep out many things but is no defense against an aerial attack. That's one of the reasons mobile cages are used.

Since this says that they are fed mainly grains, then perhaps they are using a similar "definition" of "free-range" to deceive people into thinking the chickens have enough space to move about in a reasonably free manner. If there is enough context, perhaps the translator can put it in quotation marks if it's the deceptive definition: "free range," but if they really get to roam about a bit, he could say something like: truly free range. Or avoid that term (to avoid confusion) and say something like "with roaming privileges" or semi-roaming privileges.

Free-range deals with space. Pasture-raised means they eat grass, not grains. This was explained to me by a farmer who raises their animals on pasture, and they are truly free-range (not according to the deceptive political definition), which allows them to actually eat grass, bugs, legumes, etc. and not need grains (except a little bit of grain for those in milk, pregnant, growing, etc.).

Note that birds raised for meat are often kept in confined conditions to make them grow plumper, so it's also important to distinguish between whether they are being grown for meat or eggs.

There is no USDA definition, but definitions were introduced in 2014 by the HFAC for the 'certified humane label':

HFAC’s Certified Humane® “Free Range” requirement is 2 sq. ft. per bird. The hens must be outdoors, weather permitting (in some areas of the country, seasonal), and when they are outdoors they must be outdoors for at least 6 hours per day. All other standards must be met.

HFAC’s Certified Humane® “Pasture Raised” requirement is 1000 birds per 2.5 acres (108 sq. ft. per bird) and the fields must be rotated. The hens must be outdoors year-round, with mobile or fixed housing where the hens can go inside at night to protect themselves from predators, or for up to two weeks out of the year, due only to very inclement weather. All additional standards must be met.

Pasture Raised and Free Range producers must meet all the standards in addition to those specific to the Pasture Raised and Free Range housing systems.

In the US we have two different categories. Here is the definition of free-range:

Birds raised for meat may be sold as “free-range” if they have government certified access to the outdoors. The door may be open for only five minutes and the farm still qualifies as “free-range.” Apart from the “open door,” no other criteria such as environmental quality, number of birds, or space per bird, are included in the term “free-range.” A government official said: “Places I’ve visited may have just a gravel yard with no alfalfa or other vegetation.”
