I'm a bit confused by the use of 'libre' here. free-standing' / 'free advertising' / or a flexible system allowing various spaces for placing the advertising.

I think the "libre" parte means that anyone can freely use them; they're not just for official announcements.

"Panel de anuncios de información libre
El panel de anuncios de información libre sirve para que los vecinos de una población puedan colgar sus anuncios de todo tipo y así se evita que los cuelguen en las farolas, los árboles etc."

But what do you call them? Literal versions, like "free-use announcement panel", or somethin like that, don't seem to work, or at least never seem to be used. "Community notice board" is one possibility; it's the same idea, I think. For example:
