Este fenómeno evidenciaría el proceso de cambio climático más allá de la variabilidad que la región experimenta anualmente por los ciclos de ciclones entre junio y noviembre o de olas invernales y veranos alterados por los períodos del fenómeno El Nino, Oscilación Sur (ENOS) conocida por sus ciclos alternados de El Nino y La Nina.

The "phenomenon" being referred to is the fact that climatic disasters are becoming much more common compared to other types of disasters such as earthquakes.

Could someone please confirm what is meant by "olas invernales y veranos"? Does it mean "hot spells and cold spells" or something else?
