This is actually from a text about Argentine art from the 1960s, but I suspect that it is a military metaphor:

He mencionado la palabra polémica para hacer referencia a los textos de XXX porque forman parte de una literatura de combate; es decir, de un ejercicio narrativo en el que se “colocan” argumentos, se planifican competencias, para habilitar posiciones en una trama incierta, sobre la que es preciso asegurar la inscripción del nombre de “artista como discurso móvil en la historia”
