Judicial review is a bit problematic because . 1. there is the 'amparo' constiutional procedure in Lat. Am. > the late ProZ translator Henry Hinds: 'do not tranbslate' and 2. judicial review against a public Body in the UK can only review the merits of a decision and determine whether it is within the intra vires / power of the Body and recommend action. It is not an Appeal as such and cannot set aisde e.g. a Mining Ministry's decision,

This can be expressed much more concisely in English: "currently the subject of litigation".

Enrique is partially right (contentious simply means disputed), but "administrativo" is a false friend. In this context, it simply means "against the administration", ie the ministry of mines. You don't need to say "administrative", as it goes without saying. You might want to put in a translator's note explaining why you've omitted it.
