I'm translating an investigation report of employees at store who were caught selling drugs at work. Below is the whole paragraph:

Días después Maria, quien es la asistente de gerencia comento a la líder de RH Beatriz y a mí, que escucho que Jose y Juan, que son del área de panadería venden y compran droga, y que incluso Juan es quien maneja una tanda de droga, no constándole los hechos.

So, two questions:
1. una tanda de droga: does it mean "He's the one who handles a drug shipment" ??
2. No constandole los hechos: it's a tricky one... maybe as simple as "knowing the facts" but not sure.

Any help on both would be greatly appreciated!
