context, please I was going to answer "undermining of law enforcement" but further context such as the paragraph where the phrase appears would be helpful to me and anyone else who might want to give an answer!

This is another option. See below for an example from recent news. "Law enforcement" is a common term to refer to police as an institution or different police bodies collectively.
