This is a system where a mobile phone can access Microsoft online services and wide band services and the "nucleo movil" is in the centre. Is it a central mobile phone, a nuclear phone or what is the correct term please? Thanks.

I think this is the best fit for what you are looking for...see the web references for more details. The second refers more to high speed data transfer so you could possibly just say "base station" too.
