Spanish term or phrase: nómada geográfica
Does anyone have an idea what this term refers to? I've found the term "Numeración geográfica y vocal nómada geográfica" here

but I can't work out what the term would be in English, according to the numbering plan defined in the UK here:

The word "nómada" is used with the modifiers "geográfica" and "no geográfica" so it can't simply "non-geographic number" as I first thought.

Here's the context:
"...la propuesta de [Compañías X y Y] incluir, además de la numeración geográfica y la nómada geográfica, la numeración correspondiente al servicio nómada no geográfico (rango 51X)."

Explanation:
"Static VoIP is when a computer or VoIP telephone service is not movable. The service is provided by a cable company, for example, where the telephone does not leave the residence. Nomadic is usually a VoIP phone installed in a portable computer which can be taken with the subscriber. Calls can be made from anywhere in the world there is no need for a “hard wired” phone line, only an Internet connection."

"For example, UK residents may wish to take a UK phone number to Greece. These nomadic VoIP services are now regularly offered in some countries, but prohibited in others. European directives do not specifically indicate the criteria for assigning geographic or non-geographic numbers, or to whom they should be assigned. In Italy, both geographical and non-geographical numbering systems are possible."

Asker: Thanks, Phil. At least I now have the security that "nomadic" does work in the context of telephony (VoIP). I'd still like to find references to "geographic nomadic numbers" to be convinced this is right though.

neutral  Charles Davis: "Nomadic geographical" doesn't occur in your references or any other relevant source I can find, and you haven't addressed Robert's specific question. // "Geographical nomadic would be more logical, but I'm not yet convinced this terminology works.

  -> The first reference explains "nomadic", and the second "geographical". Nomadic means you can use the number anywhere, and geographical means that it looks like a number from one geographical area.

VoIP is an emerging market for nomadic voice telephony services that are based on the Internet and are no longer depend on specific customer telephone lines. Nevertheless, the German telecommunications regulator is considering including VoIP in the market for telephone services at fixed locations, and therefore treating it in the same way as conventional telephone services for the purpose of regulation (e.g., price regulation).
As a first step in the organization of the VoIP market, in November 2004, the German telecommunications regulator decided to open a new telephone number prefix range (032) for VoIP providers. This number, like mobile telephone numbers, is a non-geographic number dedicated exclusively to addressing VoIP services. Simultaneously, the German telecommunications regulator announced plans to also grant geographic numbers, in order to allow for VoIP services that are not restricted to a fixed location ("nomadic" services). The German telecommunications regulator began a public consultation regarding those plans at the end of November 2004. If the German telecommunications regulator opens up the geographic number range for VoIP services, VoIP providers will have the opportunity to use both number prefix ranges—(032) and ordinary geographic prefixes—for their services.
