Bus/Financial - Telecom(munications)
Spanish term or phrase: Plan de Devolución
The term refers to when one telecom operator has to "return" a service to the customer because a new operator is going to take over the service. "Return" seems the right word, but I'm not 100% sure.

hand-back plan
Explanation:
Might be? As per Canadian telco regulator
"The CRTC didn’t give the new entrants everything they asked for, however. Seamless hand-off was withheld, meaning that customers who live near the edge of Wind’s network, for example, will continue to experience dropped calls when moving in and out of Wind’s home area. Similarly, the CRTC decided not to mandate call hand-back, meaning that the new entrants will have to accept the rates charged by the national carriers for international call termination."
