Explanation:
Creo que se trata más bien de un modo de decir. De manera que "órbita de control" podría remplazarse con otras expresiones. Por ejemplo:

"... los balnearios habían dejado de estar bajo la responsabilidad de las subprefecturas marítimas y quedaron directamente a cargo de la policía bonaerense..."

Así, se podría traducir como "... avaient cessé d'être sous la responsabilité de..."

Quizás incluso se pueda aplicar el término "juridiction".

Es una sugerencia :)
