Capisco perfettamente il significato ma non riesco a trovare il corrispettivo italiano adatto. "Stabilisce" forse?

Tutti e due i verbi "instaurare" "istituire" mi danno l'idea di creare (un qualcosa di nuovo e nel caso del re, imporlo), mentre magari "assegnare" potrebbe implicare una certa scelta fra degli emblemi già esistenti (???); Anche il tuo stabilisce mi piace come traduzione
