Penso che l'aggettivo 'pedáneo' derivi dal sostantivo 'pedanía' che significa in italiano "frazione" e che indica un centro abitato che gode di autonomia amministrativa rispetto al comune sul cui territorio insiste.
Esiste ad esempio in spagnolo il termine "alcalde pedáneo" che indica appunto il presidente di circosrizione.
