Pretty sure here... tho it seems kinda 'constructed' Swedish (I got only four hits, you?).

But they're likely doing 'bilning' (https://sv.wikipedia.org/wiki/Bilning ) using
these tools or a smaller version. (https://www.retrade.eu/en/aitem/313844/Hilti_TE905_Bilmaskin... )

As an aside, I worked in a building (concrete frame) where they were fixing after a water leak -- doing this into the concrete flooring ... days on end... not pleasant.

neutral  SafeTex: The idea is right but did they really chisel out a join and cause damage or was this a "natural" process caused by weathering or movement?
