exists/can be measured Explanation: I've taken 'kommun' as a community of people and if I am wrong, then please ignore my suggestions. as they are talking of size, maybe 'measured' as they are probably talking of people living and perhaps working, maybe exists' |

be established within the city limits Explanation: if I understand the context correctly the text means that a new municipality is to be created within a city, ie it will come into existence within the boundaries of the city -------------------------------------------------- Note added at 23 hrs (2011-05-26 08:07:28 GMT) -------------------------------------------------- hmmmm....this could be meant more symbolically, that the population within the city limits will increase with the number of people equivalent to the number of people in a certain municipality. I'll post a new suggested translation |

In this scenario, the other municipality is referred to only as a reference measure of how much the population in the city will increase. In that case it is probably better to change the sentence to something like "the population within the city limits will increase by...." |

falls within the city limits Explanation: Depending on the context, "tillkomma" may mean not "adds/is added" but "to be X's due" or "to belong to X". In a city context, I'm inclined to take the above phrase as referring to a kommun that falls within the city limits. Note that, from a statistical standpoint, a municipality (kommun) can be classified based on population density, but classifications are different depending on whether the source text's primary emphasis is statistics or government/administration.
