What does this nice little idiomatic phrase mean? From the context (below) I am guessing that it means something along the lines of 'to mitigate the effects of', or 'to seek shelter from'.

I'd say what you are doing here is taking your margin of safety and adding some (undefined) extra -- 'just to be on the safe side'.
