Swedish term or phrase: signera och underteckna

This sentence suggests that a distinction is being made between "signera" and "underteckna":

"Leverantören fyller i detta dokument elektroniskt, skriver ut, signerar och undertecknar dokumenten samt bifogar det till anbudsansökan [...]"

I've seen some examples where "signera" means "to initial (i.e. endorse with one's initials)", while "underteckna" refers to actual signing. But "to intiial" seems like only one potential meaning of "signera" -- how should it be interpreted here?

Notes to answerer

Asker: Thank you for responding. This is the actually the example of "signera" that I referenced in my original post. However, it is the only relevant example I've found so far, and I'm concerned about relying on it too much: the other cases of "signera" that I've found do not support the idea that "to initial" can be safely assumed to be its translation in most cases. So, I remain uncertain about the answer to this question.
