Swedish term or phrase: fritt beställare
"fritt beställare" seems to be some type of shorthand used when specifying the delivery terms for a contract:

"Leveransvillkor
Fritt Beställaren till angiven leveransadress enligt Incoterms 2000 DDP, Delivered Duty Paid, utan koppling till ordervärde."

I found another thread where "fritt kund" was translated as "free of charge to the customer" -- is this the same expression above, except with "customer" replaced by "purchaser/orderer"?

Explanation:
Here's some reading on this. https://en.wikipedia.org/wiki/Incoterms#DDP_–_Delivered_Duty_Paid_(named_place_of_destination)
But this isn't 'free of charge,' this is simply saying who pays for delivery (transport) and duty. And where liability for risk changes hands.
