Lägga upp (upplagt) is indeed computer speak from that time. I worked on a project were we had long discussions about your term which was seemingly used for many different situations - like an ambiguous catch-all for whenever the user 'did' something with the data they were working with. We used 'create' as equally ambiguous computer speak.

Looking into this now (we couldn't search online then), I find this curious reference (http://runeberg.org/saol/11-6/0621.html ), which has 'upplägg' described with "lägga upp ett register, men lägga upp maten på fat." A great comparison.

Instead of placing the food and the platter for serving -- creating a presentation of the prepared food for transport (from a restaurant or manor house kitchen) you are placing data into specific tables or other types of files which hold and manipulate that data so it can be used. Or you are performing the procedure to do so.

Now 'lägga upp online' is simply 'publish online,' but I suspect in 2000 they were doing something different, tho possibly similar (presented, tho not 'created') - putting it there so it could be used. You might need to use different terms for each type of situation

This is one of the trickiest terms I've encountered in my (admittedly still short) time working on Swedish texts. I'm still finding it very hard to clearly conceptualize what "lägga upp" means without more background on each of the contexts where it's used.

(E.g. when "informationen läggs upp", is the information being generated automatically, is it being entered by a human being, is it already there but being configured in the proper way, etc.)

Given that the text this comes from is rather old (2000), I have to wonder if "lägga upp" (as used in this text) is semi-colloquial jargon that has since developed a slightly more consistent meaning?
