Explanation:
It does not seem that ownership would be required. In Norwegian, the word "eieransvar" specifically covers that term and I am sure there is a Swedish equivalent. Innehaver is someone who has the object in their possession, or "holds" the object. I think possessor or holder responsibility would be correct.
