Since the assignment is prohibited, the intended change will not be recorded or registered. I would opt for for "recorded," as in recording a deed or a contract, but that may be a British English vs American English issue. In other words, "registered" suggested by sampat is probably fully equivalent. After all, inskrivning = inregistrering. Also, Inskrivningsmyndigheten is translated as the Swedish Land Registration Authority, and there are references to deeds being either registered or recorded.
