The numbers "00.00 - 24.00" would seem to mean "from midnight one day to midnight the next".

Is that how the heading should be interpreted, or is it saying something else (e.g. the maximum resolution time within 0-24 hours)?

The designations are correct and there is nothing 'odd' about them. But it would be helpful to have more context about the information provided in the table.
Typically for all-day service providers, like public transport, 00.00 is the start of the service day and 24.00 comes towards the end. But I once worked where a shift could start at say 18.00 and end at 26.00 (tho my body told me it was 2 am). This simply meant that I worked according the schedule for the service day (date) that started 26 hours previously.

'Midnight to midnight' might also do, but you don't need to belabor the point with more words.

That is what it says. It seems rather odd to me since "24:00" is really "00:00" (i.e., 12:00 a.m. to 12:00 a.m.). Without further context, I would even wonder whether there is a mistake in the source text; i.e., whether they really meant 12 am to 12 pm or vice versa...
