I believe "gatukostnad" simply refers to the municipal cost to put in and maintain a road to or by a property. I *think* the US version normally is baked into the property taxes, or is handled by a private contractor in the first place, as in new subdivions. The suggested term above is really just a (tax related) stab. |

Street services rates are probably the best translation of 'gatukostnader'. These rates are paid by property owners for the upkeep of streets, lighting, pathways etc. |
