I am a bit confused about the whole sentence, but in particular the word "erlagts", as I don't know what tense it is.

I do not know though how to say this in an equally fancy way in English...

agree  Peter Linton (X): Just for the record, a fancier way of saying this might be "have been settled." (incidentally, "plumbing", Latin plumbum, not plumming!
