Difference is, to put a not too subtle point on it, that the custodian (vårdnadshavare) changes diapers while the (legal) guardian signs papers.
Normally parents have both roles, but if for example social services ar involved the custodian might be another relative of the child while the legal guardian might be a civil servant that has no daily contact with the child.

agree  Cynthia Coan: According to my Norstedt's Swedish dictionnary "vårdnad" does mean "custody," so it makes perfect sense to translate "vårdnadshavare" as "custodian" (or "caretaker/caregiver").
