Abbreviation, can't think what it could stand for.
T.o.m taxeringsår xx finns motsvarande lagstöd i 21 §, anv p 1 kommunalskattelagen.
I can imagine 'p' might mean 'punkt', but not sure about 'anv'.

At a guess - and nothing more - looking through the text of Kommunalskattelagen, it may be an abbreviation of "anvisningspunkt". There are numerous references in the text to "punkt X av anvisningarna till Y § ".

That having been said, I couldn't find the abbreviation you mentioned in the textof the Act, unfortunately, so can't be more precise. Sorry :-)
