key savings priorities


Explanation:
This could also be an option in addition to those already suggested. This phrase conveys what is intended and sounds quite natural in English....to me :)

I think that the word "targets" suggests a certain savings target, meaning a specific level or number, whereas, "key areas" or "priorities" indicates more generally where focus should be placed...

So something like ..."identifying key savings priorities that could be realized without investment... Selma's suggestion would also work well here.
