In the well-known Turkish road sign içinizdeki trafik canavarını durdurun, unique in the world, it seems, what does the suffix -dek mean? Is it the same as dek meaning 'up to/till'?

Selected because of its detail. All answers well matched my question and contained detailed comments though I presume that Nihan's 'monsters' was a typo. The suffix -de-ki needed for me more comment but Tim's observation that that the suffixes -de -ki in combination mean 'which is' was most helpful and in my original question.
