Not exactly.

The subject of the sentence is the clause:
Güzel şarkıcı'nın … mini eteği ile kavgaya tutuşması (The beautiful singer’s starting a fight with her mini skirt”)
then the key part of the predicate is:
akıllara … sorusunu getirdi (brings to mind – or, being plural, more like people’ minds/everybody’s mind – the question of)
the question being:
"frikik vermek için mi ? vermemek için mi ?" uğraşıyor (is she struggling to do a free-kick or not to do a free kick?)
and there remains the adverbial clause of time:
özellikle kameraların kendisini çektiği anlarda (especially at those moments when she was on camera).

I.e., the sentence means something like:
“The way that the beautiful singer kept fighting with her mini skirt, especially every time she was on camera, made one wonder whether this was in the effort to hide her legs or flash them off to the full”.

'Especially in the.moments when the cameras take a photo of the beautiful singer herself, she struggles with a miniskirt and introduced the question to the mind to start
people bickering "to flash or not".'

'Frikik' (=free kick) in slang refers to a situation where a woman reveals more leg than she intended to, and perhaps even her panties.

The following seems to be the full sentence. It only really makes sense as a whole.

"Güzel şarkıcı'nın özellikle kameraların kendisini çektiği anlarda mini eteği ile kavgaya tutuşması akıllara "frikik vermek için mi ? vermemek için mi ?" uğraşıyor sorusunu getirdi."

So how can akillar start quarrelling? 'To show panties or not to show them for minds to start (physically) quarrelling'! This doesn't make sense to me. How can minds start quarrelling? physically? how does akillar fit the context?
