Hi Salih...Yes that is what I understood it to be...a promotion to a higher rank. This term nasbi is also used in miras...interms of being promoted in terms a person's priority in the order of heirs. Sorry for the typos I'm writing this on my phone.

By the way, promotion is not just used as a verb as you suggest by 'moving up'; it is also used as a noun as in "to get/to be granted/to be awarded a promotion.

Now that I m back from my bike ride :)) I agree that "commission" would be the correct term as applied in this context. Alternatively "appoint" or "appointment" are possibilities.
