As rightly pointed out by you the sentence is not fully understandable, however its literal meanings in my opinion are “statement of the complainant was recorded in the Pending Action Register of the Police Station and sent over through Umer Daraz, 3997 for information and further necessary instructions”

Asker: Many thanks for your help. While the meaning an be intuitive the exact rendition was a bit difficult because of the persianized(?) language. Would you say that '(this) statement (is made) for drawing attention' or is it just another way for saying that the 'bayan' made by the complainant was registered?
