Глаукомата е сред водещите причини за необратима слепота у нас. Ранното откриване и навременното лечение са изключително важни за овладяването на това безсимптомно заболяване.
Цел: Да анализираме основните демографски показатели на хората включили се в скрининга, рисковите фактори за поява глаукома и да оценим ефекта от проведения скрининг.
Методи: Записването за скрининг за глаукома в СБОБАЛ-Варна е ставало по желание на изследваните след обявяване на кампанията в местните медии. Изследвани са зрителната острота, ВОН, централната дебелина на роговицата, екскавацията на папилата на зрителния нерв. Получените резултати, както и данните за фамилна обремененост, провеждано лечение и съпътстващи заболявания са попълвани в специално разработен протокол.
Резултати: Прегледаните 172 души (112 жени и 60 мъже) са на средна възраст 59 години. Тридесет и двама са съобщили за фамилна обремененост с глаукома, а 5, че имат поставена диагноза глаукома. При 25 от изследваните е измерено ВОН по-високо от 21mmHg, при 48 – централна роговична дебелина по-малка от 530μm, при 27 – C/D>0,4. Суспектните за глаукома са насочени за допълнителни изследвания и уточняване. При 7 души е поставена диагноза глаукома. Десет процента от участвалите в скрининга не отговарят на включващи критерии (възраст над 40г., неустановена глаукома).
Заключение: Проучването показва, че 90% от участвалите в скрининга са в потенциално рисковата група. Повишаването на здравната култура чрез медиите има особено значение за ефективността на профилактичните мероприятия. Много важно е изграждането на критерии за постигане на висока чувствителност и специфичност на скрининга.
Translation - English Glaucoma screening- goals, results and social significance
One of the leading causes of preventable blindness in Bulgaria is glaucoma. Early detection and suitable treatment are the main factors for control of this symptomless disease.
Aim: To analyze main demographic characteristics of people attending glaucoma screening, risk factors for glaucoma and to assess the effect of the screening.
Methods: All people participating in the screening enrolled themselves after the campaign was announced in local media. Examination included visual acuity, IOP, central corneal thickness (CCT), cup/disc ratio. All results together with family anamnesis, concomitant treatment and diseases were /replete/ entered? In a specially designed protocol.
Results: One hundred seventy-two people (112 females and 60 males) of middle age 59 years have participated in the screening. Five of them had been diagnosed with glaucoma before and 32 had family anamnesis of glaucoma. IOP more than 21mmHg were measured in 25 people, CCC less than 530μm – 48 people and C/D>0,4 in 27. All patients suspected for glaucoma were referred to more detailed examinations. 7 people were diagnosed with glaucoma. Ten percent of the participants didn’t respond to the inclusion criteria (age more than 40 years, undiagnosed glaucoma).
Conclusion: Ninety percent of the participants in the screening belong to a potential risk group of glaucoma. Increased health culture with media help can improve the effectiveness of prophylactic measures. It is very important to create criteria for achievement of high sensitivity and specificity on glaucoma screening.

2. 4 ТЕХНИЧЕСКИ ИЗИСКВАНИЯ
Участникът, съгласно чл, 229, ал. 2 от Закон за устройство на територията (ЗУТ),
трябва да притежава експертен състав, включващ физически лица, притежаващи
съответната техническа правоспособност за извършване на проучвателни и
проектантски дейности, съгласно Наредбата за условията и реда за признаване на
правоспособност в областта на устройственото планиране и инвестиционното
проектиране ма лица с професионална квалификация "архитект", съответно "инженер",
придобита в държава-членка на Европейския съюз, на Европейското икономическо
пространство, в Швейцария и в трети държави (ДВ, бр. 85 от 25. 10. 2005 г. ) или
съответните документи, съгласно националното законодателство на чуждестранните
лица.
Участникът трябва да притежава опит в:
- реализирани минимум 15 инвестиционни проекта през последните 5 години, с копие
от договорите за възлагане и документ за въвеждане в експлоатация;
- Наличие на експерт в екипа с опит в изготвяне на документации за възлагане на
обществени поръчки за строителство, включваща минимум: указания за участие,
технически спецификации и проект на договор за избор на строител, съгласно ЗУТ
за най-малко два обекта за строителство на нови и закриване на съществуващи депа
за отпадъци и/или строителство на съоръжения за третиране на отпадъци, като
договора за услуга да е приключил през периода от 01. 01. 2003г, до датата на
получаване на офертата;
3) Участикът трябва да предложи екип от експерти за изпълнението на задачите,
описани в Техническите спецификации и задължително да посочи следните ключови
експерти:
Ръководител на екипа експерти;
Проектант на депа за отпадъци и инсталации за третиране на отпадъци;
Проектант рекултивация на депа за отпадъци;
Translation - English The Tenderer shall be removed from participation in the procedure for award of this public procurement if he does not satisfy the requirement mentioned hereinabove.
TECHNICAL REQUIREMENTS
1) The Tenderer pursuant to Art, 229, Para. 2 of the Spatial Planning Act (SPA), shall be in possession of expert staff, including physical persons with the relevant technical qualifications for the implementation of research and design activities in conformity with the Ordinance on the conditions and procedures for recognition of qualifications in the sphere of urban planning and investment design and of persons with professional qualifications such as “Architect", respectively “Engineer”, acquired in an EU, EEA member-state, in Switzerland and in a third state (SG, i. 85/25.10.2005) or the relevant documents in conformity with the national legislation of the foreign persons.
2) The Tenderer shall have experience in:
- Minimum 15 investment designs, implemented in the last 5 years, with copies of the award contracts and a document for commissioning;
- Presence of an expert in the team with experience in the preparation of documentation for award of public procurements for construction, including minimum: instructions for participation, technical specifications and a draft contract for the selection of a constructor, in conformity with the Spatial Planning Act for at least two projects for construction of new and closure of existing depots for wastes and/or construction of facilities for treatment of wastes, and the service contract should have been completed during the period from 01.01.2003 to the date of the receipt of tender;
3) The Tenderer shall propose a team of experts for the fulfillment of the tasks described in the Technical Specifications and obligatory indicate the following key experts:
- Manager of the team of experts;
- Designer of waste depots and waste treatment plants;
- Designer of waste depots recultivation;
