لمحة عامة
تتناول رزمة الأدوات، مواضيع البلوغ والصحة الجنسية والإنجابية وهذا يعني الصحة الجسدية والعقلية والنفسية والعاطفية والإجتماعية والروحية للمراهقين والمشاعر والرغبات التي تجتاحهم في هذه المرحلة وتدفع بهم للإنجذاب نحو الجنس الآخر والتفكير بالعلاقات الجنسية أو بالزواج والإقدام عليه وعلى الإنجاب المبكر. كما وتحتوي على ما يحتاجون إليه المراهقين والمراهقات من دعم لحماية أنفسهم من اجل للقيام بقرارات واعية.

يعيش المراهق والمراهقة تغييرات كبيرة جسدية نفسية وعقلية وروحية واجتماعية في هذه المرحلة، حيث يبحثون فيها عن هويتهم ويخالجهم حب كبير للإكتشاف وللتجربة فيتأثرون خاصة باقرانهم/أترابهم وبما يسمعونه في الإعلام وفي الشارع. ويتفاعلون بطريقة مختلفة، فيواجهون ويرفضون العادات ويعتبرونها بعيدة عن متطلباتهم.
وهنا تكمن أهمية هذه الرزمة التي تسعى إلى رفع مستوى الوعي لدى كل مراهق/ة حول هذه التغييرات التي يعيشها وكيفية التعامل الإيجابي معها. كما وكيفية الإتقاء من التقاط التهابات تأتي لنتيجة خبرات جنسية غير محمية او زجّ نفسه/ها والتوّرط في سلوكيات خطرة مثل استخدام المخدرات والكحول. وتتطرّق الوحدة إلى ضرورة تسليح الشباب بالمعلومات الصحية لحماية أنفسهم من المخاطر التي يمكن مواجهتها في عمر المراهقة وربطها بالمفاهيم الدينية وبالقيم المجتمعية والثقافة والتقاليد وتقديمها مبسطة تتناسب مع أعمارهم.
تكمن اهمية رزمة الأدوات فهي من جهة، تسعى للتخفيف السلوكيات المضرة وما يرافقها من مشاعر الذنب، الملامة، الخجل والخزي والوصمة والتمييز التي تأتي كنتيجة للحكم على السلوكيات. في هذه الرزمة نتحدّث عن الإمتناع عن العلاقات الجنسية ولكن نعطي فرصة لمن سوف يقوم بها في يوم من الأيام ان يكون مدعماً وقادراً على حماية نفسه والآخرين. ومن جهة أخرى فهي تساعد الشباب على فهم الثقافة والتقاليد والتعلّق بالمبادئ من دون الخوف منها بل العمل على احترامها. من خلال طرح وحدات أربعة كالتالي:

About toolkit
Overview
The toolkit addresses puberty and sexual and reproductive health; including physical, mental, psychological, emotional, social and spiritual health of adolescents, their feelings and desires they develop at this stage and drive them towards the opposite sex, as well as thinking about sexual relations, marriage and having children. The toolkit also contains what the adolescents need in terms of support to protect themselves and take rational decisions.
Adolescence is a distinctive and crucial part of young people’s life, but because of the taboos many of them may refrain from talking about their needs. The lack of information from reliable places, and the inability to talk about feelings among adults and adolescents, males and females, may lead to problems. Without knowledge, confidence and courage, young men may experience undesirable pregnancies, unhealthy abortions, inability to have children (infertility), contraction of sexually transmitted infections including HIV, and drugs.
Teenagers go through big psychosomatic, mental, spiritual and social changes at this stage, where they shape their identity and feel a great desire for discovery and adventure. They are influenced by their peers, what they hear in the media and in the street. They interact differently, challenge and reject customs and traditions since they do not meet their needs; as they assume.
The importance of this toolkit poses itself here since it seeks to raise awareness among all adolescents on the changes they experience and how to address these changes positively, as well as how to protect themselves from contracting infections that may come as a result of unprotected sexual experiences or involvement in risky behaviours such as drug and alcohol use. The unit addresses the need to empower young people with health information to protect themselves from risks that they may encounter at adolescence, and link such information with religious concepts, community values, culture and traditions and such information must be offered in a simplified manner that is age-appropriate.
On one hand, the toolkit seeks to reduce harmful behaviours and the feelings of guilt, blame, shame, disgrace, stigma and discrimination as a result of passing judgments on behaviours. The toolkit tackles discussions about abstinence from sexual relations, but at the same time it gives those who may get involved in such behaviour an opportunity to be supported and be able to protect themselves and others. On the other hand, it helps young people understand culture, traditions and be committed to principles without fear, but rather showing respect to such traditions. The toolkit consists of four units as follows:

The fisheries resources form an important component of the economic sources base which will definitely assist eliminating one of the feeding gaps of the animal Protein. However such resources have been experiencing visible and continuous deterioration over the last few years. Actually such degradation forms a very painful paradox under the availability of large water surfaces not existing for many highly productive countries over the world. It is worth mentioning that one of the clear and expressive pictures of such degradation is the low level of the Fish caught quantities out of our water Surfaces resulted by the Overfishing used methods, the absence of controlling the fishing stocks, and the hard degradation of the environment conditions. The more important of this and that is the lack of programs, the annual plans, the administrative and technical institutions supervising this sector development process in the Governorate despite of the distinguished geographical location of this governorate with all the large inland water surfaces. It should be noted, there is no chance to expand marine fisheries in the national zone. Also there is no chance to practice Fishing in international waters which are rich in Fish resources in the middle of the Atlantic Ocean and the Indian Ocean.
Despite the fact that it is still possible and conceivable to increase fishing production out of the natural resources if we may create better conditions for those fishing centers but it is still unlikely that increasing the natural production will correspond with the increase in population. Therefore the best solution for such dilemma or puzzle is to activate and organize productivity thru fish farming by all its different and technically advanced patterns meaning that the most important of which is the farming method in the floating aquariums.
Aquaculture in floating cages is one of the most extensive fish farming systems focusing upon using small water surfaces but giving high product quantities of Fish. Such system is utilized as the alternative fish farming in earth ponds around those environments suffering water scarcity similar to Basra situation in south of Iraq. Using such type of fish farming will definitely enable fish farmers to increase their production which will surely lead towards increasing household income, improving the socio-economic conditions, and at the same time securing the sufficient quantities of fresh Fish in the domestic market.
PROJECT OBJECTIVES:
To increase fish production in quantity and quality through optimal utilization of the water surfaces in the Governorate and the introduction of modern and developed methods in the production processes by achieving the following:
A. Exploiting the saline and salty waters for Aquaculture due to the environmental unique particularity of Basra Governorate.
B. Introducing new Fish species that may extensively sustain in saline environment in fish farming activity such as Sparus aureate, gilthead seabream, Mugil cephalus, grey mullet, Oreochromis nmiloticus, Nile tilapia and other types.
C. Farming new types of commercial shrimps to meet market needs and minimize imported quantities.
D. Increasing the productivity of water surfaces unit area through extensive aquaculture in cages by the average of 80 Fish per one cubic meter in comparison with the farming density in the cages which will not be more than one fish per one cubic meter in the best conditions. Surely such method would secure the best utilization to water surfaces.
E. Enhancing the fish stocks supplies in saline water through artificial hatchery processes of market valued Fishes living in such environments and thus increasing the productivity of each area unit in such surfaces.
F. Improving the level of practical experience and building capacities of fish farmers' by using new technologies in Aquaculture sector as well as conducting the required training courses for employees and workforce of this sector.
G. Supporting and developing employment opportunities for the tremendous numbers of workers and professionals in this field who have been seeking for such opportunities over many years.
H. Increasing the domestic production by supplying local market needs of the market valued Fish which will support and enhance the fish production role in the governorate local economy and augment food security as well.
I. The modern aquaculture methods using the floating cages at water surfaces and the techniques used in fish reproduction and the closed aquaculture methods are noted for their very high economic and technical feasibility in comparison with the primitive old methods and techniques for aquaculture such as establishing earthy ponds in addition to the technical and economic feasibility for the optimum exploitation to water resources.

تشكل الموارد السمكية عنصراً هاماً من عناصر قاعدة المصادر الاقتصادية التي من شأنها أن تساعد وبشكل جازم على القضاء على واحدة من مشاكل التغذية من البروتين الحيواني ولكن تشهد هذه الموارد تدهور باين للعيان ومستمر على مدى السنوات القليلة الماضية وهذا التدهور بحد ذاته يشكل مفارقة مؤلمة جداً في ظل توافر مسطحات مائية كبيرة غير موجودة في كثير من البلدان المنتجة أنحاء العالم. ومن الجدير بالذكر أن واحدة من الصور الواضحة والمعبرة لمثل هذا التدهور تتمثل في انخفاض مستوى كميات الأسماك الموجودة في المسطحات المائية ناتج عن الإفراط في استخدام أساليب اصطيادها وغياب السيطرة على مخزون الصيد والتدهور القاسي للظروف البيئية. والأهم من هذا وذاك هو عدم وجود البرامج والخطط السنوية والمؤسسات الإدارية والفنية المشرفة على عملية تنمية هذا القطاع في المحافظة على الرغم من الموقع الجغرافي المتميز لهذه المحافظة التي تحوي المسطحات المائية الداخلية الكبيرة وتجدر الإشارة أنه لا توجد هناك فرصة لتوسيع الثروة السمكية في المياه الوطنية كما أنه لا توجد فرصة لممارسة الصيد في المياه الدولية التي هي غنية بالموارد السمكية في وسط المحيط الأطلسي والمحيط الهندي.
على الرغم من حقيقة أنه لا يزال من الممكن زيادة الإنتاج من صيد الأسماك من الموارد الطبيعية إذا وفرنا ظروفاً أفضل لمراكز الصيد هذه إلا أنه لا يزال من غير المرجح أن زيادة الإنتاج الطبيعية سوف تتوافق مع الزيادة في عدد السكان. لذا فإن أفضل حل لمعضلة من هذا النوع هو تنشيط وتنظيم الإنتاجية من خلال تربية الأسماك بأشكالها المختلفة و المتقدمة تقنياً وهو ما يعني أن أهم أساليب التربية تكمن في الأحواض العائمة.
تعتبر تربية الأحياء المائية في الأقفاص العائمة واحدة من أنظمة الاستزراع السمكي الأكثر شمولاً والتي تركز على استخدام المسطحات المائية الصغيرة ولكنها تدر كميات كبيرة من الأسماك. ويستخدم هذا النظام كبديل لتربية الأسماك في البرك الأرضية حول البيئات التي تعاني شحاً في المياه على غرار الوضع في البصرة جنوب العراق. وباستخدام هذا النوع من الاستزراع السمكي سيتمكن مزارعو الأسماك بلا شك من زيادة إنتاجهم الذي سيؤدي بالتأكيد إلى زيادة دخل الأسرة وتحسين الظروف الاجتماعية والاقتصادية وفي الوقت نفسه تأمين كميات كافية من الأسماك الطازجة في الأسواق المحلية.
أهداف المشروع:
زيادة الإنتاج السمكي من حيث الكمية والنوعية من خلال الاستخدام الأمثل لهذه المسطحات المائية في المحافظة وإدخال الأساليب الحديثة والمتطورة في عمليات الإنتاج من خلال تحقيق ما يلي:
أ. استغلال المياه المالحة لتربية الأحياء المائية نظراً للخصوصية البيئية التي تنفرد بها محافظة البصرة.
ب. إدخال أنواع أسماك جديدة قد تتحمل وعلى نطاق واسع العيش في بيئة مالحة ضمن أنشطة تربية الأسماك مثل سمك الدنيس والبوري الرمادي والبلطي النيلي وأنواع أخرى.
ج. تربية أنواع جديدة من الجمبري التجاري لتلبية احتياجات الأسواق وتقليل الكميات المستوردة.
د. زيادة إنتاجية وحدة مساحة المسطحات المائية من خلال تربية الأحياء المائية في أقفاص على نطاق واسع وبمتوسط 80 سمكة لكل متر مكعب واحد بالمقارنة مع التربية التقليدية في الأقفاص التي لن تتجاوز سمكة واحدة لكل متر مكعب واحد في أحسن الظروف ومن المؤكد أن الطريقة الأولى تضمن الاستخدام الأمثل للمسطحات المائية.
ه. تعزيز موارد المخزون السمكي في المياه المالحة من خلال عمليات التفريخ الاصطناعي للأسماك المستهلكة في الأسواق التي تعيش في مثل هذه البيئات وبالتالي زيادة إنتاجية وحدة المساحة لهذه المسطحات.
و. تحسين مستوى الخبرة العملية لمزارعي الأسماك وبناء قدراتهم من خلال استخدام التكنولوجيات الجديدة في قطاع تربية الأحياء المائية فضلاً عن إجراء الدورات التدريبية اللازمة للموظفين والعاملين في هذا القطاع.
ز. دعم وتطوير فرص العمل للأعداد الهائلة من العمال والمهنيين في هذا المجال الذين يبحثون عن مثل هذه الفرص منذ سنوات عديدة.
ح. زيادة الإنتاج المحلي من خلال توفير احتياجات السوق المحلي من الأسماك المستهلكة محلياً الذي بدوره يدعم ويعزز دور الإنتاج السمكي في اقتصاد المحافظة وزيادة الأمن الغذائي أيضاً.
ط. تتميز أساليب تربية الأحياء المائية الحديثة باستخدام الأقفاص العائمة على أسطح المياه والتقنيات المستخدمة في استزراع الأسماك وأساليب تربية الأحياء المائية المغلقة بجدوى اقتصادية وتقنية عالية مقارنة مع الأساليب القديمة البدائية وتقنيات تربية الأحياء المائية مثل إنشاء برك أرضية، بالإضافة إلى الجدوى الفنية والاقتصادية للاستغلال الأمثل لموارد المياه.
