vrouwen en meisjes vaak ernstig geschonden.
Maar de rol van vrouwen is in conflictsituaties
niet alleen die van slachtoffer; vrouwen hebben
ook een doorslaggevende rol als voorvechters
van verandering in de samenleving bij de
wederopbouw van een land en voor de
duurzaamheid van vrede. In tijden van
gewapend conflict is de rol van vrouwen
essentieel voor het bewaren van de sociale orde
en als vredesbepleiters in families en in de
maatschappij. Het actief betrekken van vrouwen
bij conflictbeslechting, conflictpreventie en
wederopbouw heeft een positieve invloed op de
stabiliteit van dat land en de mate waarin
mensenrechten worden nageleefd. Op 31
oktober 2000 werd in de VN Veiligheidsraad de
Resolutie 1325 over vrouwen, vrede en
veiligheid (VNVR 1325) unaniem aangenomen
waarin wordt opgeroepen vrouwen te betrekken
bij wederopbouw en conflictpreventie en daarbij
zoveel mogelijk een genderperspectief in acht te
nemen. Gender is daarmee een cruciale factor

human rights are observed. On 31 October 2000,
the UN Security Council unanimously adopted
Resolution 1325 on women, peace and security
(UNSCR 1325), which calls for the involvement of
women in reconstruction and conflict
prevention, whilst observing a gender
perspective wherever possible. Gender has thus
