يعتقد الكثيرون أن الحرب ضد الإرهاب قد انتهت، أو في أسوأ التقديرات على وشك الانتهاء بعد اقتراب هزيمة تنظيم "داعش"نهائياً في العراق وسوريا، وانحسار خطر تنظيم "القاعدة"بعد تفككه وتشرذمه، ولكن هناك من الشواهد على الأرض ما ينفي قطعياً مثل هذه الترجيحات، ويذهب في اتجاه مضاد لها.
فعلياً، الجرائم الإرهابية لم تنته، بل حدث لها تطورين مهمين أولهما يتمثل في تفشي خطر ظاهرة "الذئاب المنفردة"، حيث تتجه عناصر متعاطفة مع الفكر الإرهاب، او خلايا نائمة يتم تنشيطها عبر شبكة معقدة من الاتصالات، إلى ارتكاب جرائم فردية من دون توجيه تنظيمي مباشر سواء في ما يتعلق بطبيعة الجريمة أو بتوقيتها وهدفها، ولا يكاد يمر يوم حتى نسمع عن حادث دهس في دول من الدول الأوروبية، وهي حوادث ربما تفوق قدرة الأجهزة الأمنية على توقعها والقيام بعمليات استباقية ضد مرتكبيها، الذين ينتمون عادة إلى شرائح لا تخضع للمراقبة الأمنية، وغير مصنفة ضمن قوائم الخطر والاشتباه التي تعدها تلك الأجهزة حفاظاً على أمن المجتمعات.
التطور الثاني يتمثل في الدرس المستخلص من تجربة التعامل مع تنظيمات الإرهاب طيلة العقود الثلاثة الماضية، ويتعلق بأن انشطار هذه التنظيمات وتفككها لا يقلل من خطرها، بل يحول هذا الخطر من نقطة مركزية أو بؤرة محورية كان يتمركز فيها إلى بؤر عدة غير معروفة من الأرض، حيث تتحول التنظيمات إلى فسيفساء تنتشر في مناطق جغرافيا عدة تتسم بغياب الدولة، وانهيار الأمن، وتجد فيها العناصر الهاربة من المطاردة والملاحقة، حيث كانت تعيش، المأوى والملاذ لتبدأ نشاطها الإرهابي مجدداً. وهناك أمثلة عدة على ذلك سواء في تجربة تنظيمات الإرهاب في مصر خلال حقبة الثمانينيات والتسعينيات أو من خلال تحلل تنظيم "القاعدة"بعد مقتل زعيمه الروحي أسامة بن لادن وفشل أيمن الظواهري في قيادة التنظيم وملء الفراغ الناجم عن غياب ابن لادن، وهذا الأمر مرشح للتكرار بالنسبة لتنظيم "داعش"!
التجربة التاريخية مع تنظيمات الإرهاب تشير أيضاً إلى أنها تمر بمراحل مد وجزر، ولا تكرر نفسها، حيث يصبح الجيل الجديد عادة أخطر وأكثر دموية وعنفاً من سابقه، فالبغدادي اتسم بالقدرة على التخطيط وامتلك طموحاً أكبر من ابن لادن، وكان أكثر دموية وميلاً لسفك الدماء عن مؤسس "القاعدة"، الذي امتلك فكراً ارهابياً أكثر دموية زعماء تنظيمات "الجهاد"والتكفير والهجرة"وغيرها من التنظيمات الصغيرة التي تمثل الموجة الأولى من الإرهاب في حقبة الثمانينيات.
لا تتطور تنظيمات الإرهاب من تلقاء نفسها، بل تستفيد عادة من تجاربها القتالية في مسارح عمليات مختلفة، فالقاعدة وظفت الخبرات القتالية التي اكتسبها من يعرفون بـ "العرب الأفغان"في نشاط التنظيم والجرائم التي ارتكبها، ثم جاء "داعش"ليستفيد من تجربة "القاعدة"، على مستوى الفكر والتخطيط، معتمداً في ذلك على فكر منظري "القاعدة"ذاتها، حيث قام بترجمة كتاب "إدارة التوحش"على أرض الواقع!
توقعات نهاية الإرهاب يدحضها أيضاً تقديرات المتخصصين في الغرب، فاللورد جوناثان إيفانز المدير السابق للمخابرات الداخلية البريطانية "ام آي 5"، وهو من الخبراء المعروفين في مجال مكافحة الإرهاب، قد حذر مؤخراً من أن بريطانيا قد تستمر في مواجهة تهديد الإرهاب الذي يقوده متشددون إسلاميون لفترة تتراوح بين عقدين إلى ثلاثة عقود.وقال إيفانز إن هذه القضية تمثل "مشكلة أجيال"، موضحاً أن هذا التهديد لن ينتهي قريبا على الأرجح. قائلا"لقد عانينا من هذا (التهديد) لعشرين عاما على الأقل. أعتقد أننا سنظل نشهد لأكثر من 20 عاما (قادمة). هذا الوضع الممتد."
لم تكن هذه التقديرات مفاجئة بالنسبة لي شخصياً، ولكني ما يشدني في هذه التصريحات هو إشارة ايفانز إلى أن "انترنت الأشياء"قد بات أحد مصادر التهديد الإرهابي المحتملة، حيث يسمح للمركبات والأجهزة الداخلية الاتصال بالإنترنت، ما يعني أنه يمثل أحد مصادر التهديد الناشئة.
وهنا لا يشير الخبراء إلى خطر بعيد نسبياً، فنحن نعيش بالفعل عصر "انترنت الأشياء"، فكل شيء في حياتنا وقريبا منا، داخل منازلنا وخارجها، سيمتلك قريباً خاصية اتصال بالإنترنت، وهناك تقديرات تشير إلى أن عام 2020 سيكون سوق إنترنت الأشياء أكبر حجماً من سوق الهواتف المحمولة وأجهزة الحاسوبوالأجهزة اللوحية مجتمعين بمقدار الضعفين!
علينا أن نتصور ان الإرهاب سيطور قدراته على التدمير باستخدام التقنيات الحديثة، وأن الصراع مع تنظيمات الإرهاب لن يكون في الجبال والكهوف بل عبر شبكات الحاسوب والبرمجة السحابية وغير ذلك من أمور لا تزال الكثير من دول العالم بمعزل عنها!
قد يقول قائل: لماذا تتوقع أن تستفيد الأجيال المقبلة من الإرهابيين من التطور التقني الذي سيغيب عن كثير من الدول؟ الجواب هنا يعتمد على التجربة التي أمامناً، حيث نجد أن أحد أهم أسلحة "داعش"يتمثل في الاعلام الجديد، والتقنيات الحديثة في الإعلام، حيث استفاد منها التنظيم في نشر نشاطها الإرهابي وكسب متعاطفين جدد، أكثر مما استفادت الدول والحكومات في مكافحة الفكر الإرهابي، وهذا القياس ينطبق تماماً على ما هو آت، فالأجيال الجديدة من الإرهاب لا تضاهي السابقين، بل أكثر تعليماً واحتكاكاً ويأتي بعضهم من دول غربية، أي يمتلكون العلم والتكنولوجيا، وقادرون على التعامل مع أحدث موجاتها.
علينا إذا أن ندرس جدياً خطر تطور العمل الإرهابي، ليس فقط على المستوى الفكري، ولكن أيضاً على المستوى التنظيمي والحركي، وهذا هو الأهم الآن، لأننا نركز كثيراً على الفكر وننسى أن الإرهاب تحول إلى مصدر جلب للأموال، في ظل تمويل دول تمتلك الثروة لأنشطته، مثل قطر وغيرها، وهذا يعني أننا يمكن أن نفاجئ بأن هناك استثمارات موجهة لتطوير أنشطة الجيل المقبل من الإرهابيين!!
Translation - English Internet and Financing Terrorism
There are speculations that the war against terrorism is about to end, especially after the close defeat of Daesh in Iraq and Syria and the decline of Al Qaeda. Evidence on the ground categorically denies such prospects.
Two important developments have occurred in the terrorist file, the first of which is the threat of individual wolves. Sleeper terrorist sympathetic cells are always activated by an intricate web of communications to commit individual crimes, with no organizational directions whether in terms of nature, timing and purpose. The regular run-over incidents in European countries exceed pre-emptive operations against their perpetrators, as their committers are not listed in black lists.
The second development is the accumulated lessons of experiences with terrorist organizations over the last three decades. Fragmentation and disintegration of these organizations do not reduce their danger but rather shifts them to several unknown cells that operate elsewhere, where State's control and security are absence. These organisations rise from elements escaping from pursuit and persecution. They live in these regions and take them as a shelter and refuge to start their terrorist activity again. Both the experience of terrorist organizations in Egypt during the 1980s and 1990s and the disintegration of Al Qaeda after the death of Osama bin Laden are obvious examples.
The historical experience with the terrorist organizations also indicates that they go through stages and do not reproduce itself. The new generation is usually more dangerous, more bloody and violent than its predecessor. al-Baghdadi was more ambitious, capable of planning and more bloodthirsty than the founder of Al-Qaeda. Bin Laden had a more bloody terrorist ideology than the leaders of the Jihad, Atonement and Immigration organizations and other small organizations that represented the first wave of terrorism in the 1980s.
Terrorist organizations develop on their own but also using their combat experiences in the different battlefields. Al-Qaeda used the experience of Afghan Arabs in its organization's activities and crimes. Daesh then came to benefit from Al-Qaeda relying on its thought and applied the principles of the book Management of Brutality.
The predictions of the end of terrorism are also refuted by Western experts. Lord Jonathan Evans, a former director of MI5 and a well-known counter-terrorism expert, has recently warned that Britain may continue to face the threat of terrorism led by Islamic militants for a period of time ranging from two to three decades.
Evans said the issue was a generational problem, adding that the threat would probably not end soon. We have suffered this (the threat) for at least 20 years, and I think we will do for more than 20 coming years, he said.
Evans' indications assume that the Internet has become a source of potential terrorist threat, allowing internal vehicles and devices to connect to the Internet.
Experts do not point to a relatively distant danger. We are already living in the age of Internet. Everything in our lives, inside and outside our homes, will soon have an Internet connection. There are estimates that by 2020 the Internet market will be larger than the market for mobile phones, computers and tablets.
Terrorism will develop its destroying capabilities using modern technologies. The conflict with terrorist organizations will not be in the mountains and caves, but through computer networks, programming and other things that many countries of the world are still isolated from.
One might say: Why do you expect future terrorist generations will benefit from the technical development that many countries will miss? The answer to this question depends on our experiences with terrorism. Daesh's most important weapon is the new media and the modern technologies. This organization used media to effectively spread its propaganda more than countries and governments do in combating terrorist thought. This applies exactly to the coming era. The new terrorist generations are no longer comparable to the former, it is a more educated and complex generation. Some terrorist elements come from Western countries, equipped with science and technology and capable of dealing with their latest trends.
We must seriously consider the threat of terrorism development, not only intellectually, but also organizationally and dynamically. This is more important now because terrorism has become a source of money, especially with Qatar's financing. The world may be surprised by a devoted investment to develop the activities of the next terrorist generation
