3. The purpose of our alliance: To shoulder the mission of international cooperation and exchange in higher vocational colleges in the new era, and to promote the internationalization of education in China. To keep a foothold in many regions, the alliance has a big effect on all over the country. It relies on a professional international communication platform, to lead a common development among higher vocational education colleges and universities, industries, and enterprises. It can improve the innovation ability of higher vocational education and the internationalization level. It serves the new era of regional economic and social development and national strategy implementation.
4. The basic idea and goals of alliance development: Under the guidance of our National macro policy, treating the service of the national and regional construction needs in the new era as motivation, taking actions to build a professional Sino-Australian education cooperation and exchange platform and holding high level educational cooperation projects, using an open, cooperative, win-win mechanism to organize the resources of Chinese and Australian higher vocational colleges, industries, enterprises and societies, with the goal of helping a group of higher vocational colleges achieve significant results in the practical area of Sino-foreign cooperative education, internationalising professional development, international teaching team construction, international high-skilled personnel training and international teaching and scientific research cooperation, etc., and enhance the services for professional education, development of the economy and society, and construction capacity for the service of our country’s "One Belt, One Road Initiative”.
Chapter Three - The Organization
5. The alliance consists of institutions which are actively engaged in cooperation and exchange such as universities, vocational education research institutions, enterprises and trade associations, in accordance with the principles of freewill, openness, inclusiveness, cooperation and sharing.
6. The alliance adopts the council's business mechanism. The alliance council is the decision-making body of the alliance, and the alliance secretariat is responsible for daily affairs.
7. The Alliance Council
The Alliance Council consists of representatives from all members of the Alliance. It is the decision-making body of the alliance. The Council has one chairman, one executive vice president, and several vice-chairmen. They are all elected by the council. In principle, the council convenes once a year, and one of the leaders of one of the Alliance units that year is the executive director.
The duties of the Alliance Council:
a) To review the annual work report and annual plan of the Council.
b) To inspect the basic system of the alliance.
c) To approve and cancel membership of the Alliance.
d) To elect, appoint and remove the chairman, vice-chairmen and secretary-general of the Alliance.
e) To decide on major matters of the Alliance.
8. The Alliance Secretariat
The alliance secretariat is the permanent executive body of the alliance, which is responsible for daily affairs of the Alliance and the coordination and management of its projects. The Alliance Secretariat is located in both the Suzhou Institute of Trade and Commerce and the Australian Professional Education Alliance Secretariat.
Duties of the Alliance Secretariat
a) To implement the resolutions of the general assembly and the council and organize, manage and coordinate the work of the Alliance.
b) To be responsible for the preparation and convening of the conferences of the Alliance and the council meetings.
c) To be responsible for the acceptance and withdrawal of Alliance membership.
d) After the approval of the council, the Alliance Secretariat organizes the relevant members to deliver reports about government supported projects to the relevant departments.
e) To organize relevant members to sign specific project agreements under the framework of this constitution.
f) To be in charge of media publicity, exhibition promotion, cooperation and exchange etc.
