Source text - English At 29, Leah Neigum feels a personal responsibility to take action on climate change. She understands that her generation is the one tasked with the enormous challenge of reducing emissions and building a more sustainable world.
“In 2050 I guess I’ll be almost 60,” she says, referring to the deadline the Intergovernmental Panel on Climate Change (IPCC) has set to reach net-zero CO2 emissions.
“What would I say to young people at this age if they said, ‘You knew the science behind climate change and what was going to happen. Why didn’t you do something?’ ”
For Leah, technology and innovative thinking are essential to making change and she feels relieved to live in a time and place where both have empowered her to do something. A couple of things, actually.
She built herself a tiny solar-powered house. Then she used some of the savings to invest in CoPower Green Bonds, helping to finance more clean energy projects for homes elsewhere across Canada.
Residential homes accounted for 13.4 percent of Canada’s greenhouse gas emissions in 2015, according to Natural Resources Canada, and we spent $31.2 billion on household energy needs, mostly on heating.
An easy way to reduce both emissions and utility bills is to simply shrink our living space — the average Canadian home expanded 17 percent since 1990 and now stands around 1540 square feet, although new builds easily run to 2500 square feet. Tiny houses, in contrast, measure just 100-400 square feet and are quickly becoming a desirable alternative from both a financial and environmental standpoint.
Leah’s tiny house means that she’s not filling her space with waste. She’s reduced her water use, her carbon footprint, and her monthly bills, allowing her more money and time in her life to focus on the things that matter to her.
“I don’t know a lot about economics or the real estate market, but from the little bit that I do know, I believe the days are over when someone can assume they’ll make money off of a real estate investment like the baby boomers did,” she says, “or that buying a big house that uses lots of energy should be the norm.”
Shocked at urban housing prices in Alberta, and inspired by advancements in solar power and the falling price of panels, she decided to take matters into her own hands — literally.
She began by reading books, frequenting hardware stores, and drafting her own blueprints on a publicly available 3D modelling program. Next, she hunted down the perfect piece of land to rent, just 15 minutes out of the city.
Once she got that sorted, she picked up a hammer and nails and started building.
No matter that she had very little building experience — she had determination, creativity, the help and support of friends and family, and YouTube.
For about a year, she would come home every day from her full-time job working in water resources and spend hours building her first home as a self-taught tradeswoman. She learned the ins and outs of running a saw, roofing, framing, plumbing, tiling etc, and she’s proud to say she still has all her fingers!
Finally, her off-grid tiny house—measuring just 20 feet long by 8 and a half feet wide was completed and paid for in cash.
And without the monthly financial obligations that homeowners typically have—e.g. a mortgage, maintenance costs, gas, hydro or electrical bills—Leah found herself in the odd situation of actually having money left over at the end of every month.
She started researching do-it-yourself investments and signed up for a Questrade account, buying a few exchange-traded funds. Then a friend told her about CoPower.
“I was like, this is even a better idea,” she says. “I knew green energy investing was a thing, but I thought it was something that was available to larger investment companies, or people who had been investing their whole lives and had a lot of knowledge and money,” she says. “I didn’t know it was attainable for someone like me.”
Excited that she could easily add CoPower bonds to her already existing TFSA account at Questrade, she did just that, choosing CoPower’s 6-Year, 5% Green Bond this January.
The bonds complimented the exchange-traded-funds she already invested in because it provided a fixed rate, and added both asset class and industry sector diversification to her portfolio.
“It’s kind of cool that the money I’ve saved from investing in my own solar system for my tiny house and not having utility bills has enabled me to make other financial investments,” she says. “And it’s really cool to think that now, with my Green Bonds, my money is going to make solar projects more attainable for other people.”

Pour Leah, la technologie et les idées novatrices sont essentielles pour apporter des changements et elle se sent soulagée de vivre à une époque et dans un pays qui lui ont permis de faire quelque chose. Plusieurs choses, en fait.
Elle a bâti une petite maison alimentée par l’énergie solaire. Elle a ensuite utilisé une partie de ses économies pour investir dans les obligations vertes CoPower, contribuant ainsi à financer davantage de projets en énergie propre destinés à d’autres habitations au Canada.
Selon Ressources naturelles Canada, les maisons résidentielles ont représenté 13,4 % des émissions de GES au Canada en 2015 et 31,2 B$ ont été consacrés aux besoins énergétiques des ménages, principalement en chauffage.
La diminution de l'espace habité constitue une solution simple pour réduire les émissions de GES et les factures de services. La taille moyenne du logement canadien a augmenté de 17 % depuis 1990 et atteint aujourd’hui 1 540 pieds carrés environ, quoique les nouvelles constructions grimpent aisément à 2 500 pieds carrés. Les petites maisons, en revanche, ont une superficie de 100 à 400 pieds carrés seulement et deviennent rapidement une solution plus attractive, tant du point de vue environnemental que financier.
La taille réduite de la maison de Leah signifie qu’elle ne gaspille pas son espace. Elle a réduit sa consommation d'eau, son bilan carbone et ses factures mensuelles, ce qui lui laisse plus d'argent et de temps dans la vie pour se concentrer sur des choses importantes pour elle.

Choquée par le prix des logements urbains en Alberta, et inspirée par les progrès de l’énergie solaire et la chute du prix des panneaux, elle a décidé de prendre les choses en main, littéralement.
Elle a commencé par lire des livres, fréquenter des quincailleries et élaborer ses propres plans sur un programme de modélisation 3D accessible au public. Elle a ensuite recherché le terrain idéal à louer, à seulement 15 minutes de la ville.
Une fois que cela a été réglé, elle a pris un marteau et des clous et elle a commencé la construction.
Son manque d’expérience dans la construction lui importait peu, elle avait la détermination, la créativité, l'aide et le soutien d'amis, de la famille et de YouTube.
Pendant environ un an, elle est rentrée chez elle chaque jour après son travail à plein temps dans le secteur des ressources hydriques et a passé des heures à construire sa première maison en tant qu’ouvrière autodidacte. Elle a appris tout ce qu’il faut savoir sur l’utilisation d'une scie, les travaux de couverture, charpente, plomberie, carrelage, etc. et elle est fière de pouvoir dire qu’elle a encore tous ses doigts !
Enfin, sa petite maison autosuffisante, mesurant seulement 20 pieds de long sur 8 pieds et demi de large, est terminée et payée comptant.
Et, sans les obligations financières mensuelles habituellement à la charge des propriétaires telles que l’hypothèque, des frais d’entretien, des factures de gaz, d’électricité ou hydroélectriques, Leah s’est retrouvée dans la situation curieuse d’avoir de l’argent à la fin du mois.
Elle a commencé à rechercher des investissements à faire soi-même et a ouvert un compte Questrade, achetant quelques fonds négociés en bourse. Puis une amie lui a parlé de CoPower.
« Et je me suis dit, c'est encore mieux », nous confie-elle. « Je savais que l’investissement dans l’énergie verte était une chose, mais j’imaginais que c’était quelque chose qui était à la disposition des grandes sociétés de placements ou des personnes qui avaient investi toute leur vie et qui avaient de grandes connaissances et de l’argent », ajoute-t-elle. « Je ne savais pas que c'était possible pour quelqu'un comme moi. »
Ravie de savoir qu’elle pouvait facilement ajouter des obligations CoPower à son compte CELI existant chez Questrade, elle l’a donc fait en choisissant l’obligation verte CoPower de 6 ans à 5 % janvier dernier.
Les obligations complétaient les fonds négociés en bourse dans lesquels elle avait déjà investi car elles offraient un taux fixe et ajoutaient une diversification par catégorie d'actif et secteur d'activité à son portefeuille.
« C'est plutôt cool de savoir que l'argent que j'ai économisé en investissant dans mon propre système d’énergie solaire pour ma petite maison et que l'absence de factures de services me permettent de faire d'autres placements financiers », déclare-t-elle. « Et c'est vraiment cool de penser que maintenant, avec mes obligations vertes, mon argent va rendre les projets en énergie solaire plus accessibles aux autres. »

Source text - English The FAA has been delegated the responsibility for the implementation of certain legislative requirements in Public Law 99-83. These include the assessment of security measures at foreign airports and consultation with the Secretary of State concerning threats to U.S. citizens traveling abroad.
At present, there are 187 foreign airports which meet the assessment requirements of Public Law 99-83. This number fluctuates as changes in service take place at these airports. In 1986, a total of 350 assessments were conducted at 191 airports. During this reporting period, a total of 150 assessments were conducted at 125 foreign airports.
Assessments consist of an in-depth analysis of the security measures at the airports visited, using a standard which is based upon, at a minimum, the Standards and appropriate Recommended Practices contained in Annex 17 to the Convention on International Civil Aviation. If FAA develops information indicating that an airport does not maintain and administer effective security measures, these findings are reported to the Secretary of Transportation. Public Law 99-83 provides for notification to the foreign country involved when a determination is made by the Secretary of Transportation that a foreign airport does not maintain and administer effective security measures. Notifications include recommended steps to remedy the problem. The law also specifies when and how the public is to be notified of that determination. Public notice occurs when the foreign government fails to bring security measures up to the standard within 90 days of being notified of the Secretary of Transportation's determination. If the Secretary of Transportation at any time determines, after consultation with the Secretary of State, that a condition exists which threatens the safety or security of passengers, aircraft, or crew traveling to or from a specified airport, the Secretary of Transportation must immediately initiate the public notification procedures and, in addition, apprise the Secretary of State, who must issue a travel advisory. Under these circumstances, the Secretary of Transportation is also required to consider whether the public interest necessitates the immediate suspension of service between the United States and the specified airport.
