Source text - English Съгласно данните на Националния статистически институт за четвъртото тримесечие на 2019 г., брутният общ доход средно на домакинство е 3 651.82 лв., работната заплата средно на домакинство е 2 146.14 лв. месечно и средно 995.71 лв. месечно за едно лице, като основният източник на доход в България е от работна заплата. Други доходи се набавят от предприемачество, собственост, пенсии, продажби на имущество и др. Общо разходите средно на домакинство са 3 599.09 лв. месечно, а за едно лице 1 669.81 месечно. От потребителските разходи най-голям дял има разходите за храна и безалкохолни напитки, следвани от разходите за жилища, вода, електроенергия и горива.
Translation - Bulgarian According to data on the fourth quarter of 2019 published by the National Statistical Institute, the average gross income per household was BGN 3 651.82, the average monthly salary was BGN 2 146.14 per household and BGN 995.71 per capita. The main source of income in Bulgaria were wages or salaries. Other sources of income included, inter alia, entrepreneurship, property, pensions, sale of property, etc. The total average monthly spending was BGN 3 599.09 per household and BGN 1 669.81 per person. The cost of food and non-alcoholic beverages accounts for the largest share of consumer spending, followed by accommodation, water, electricity and fuel costs.

На основание чл. 63 от Закона за здравето и във връзка с усложняващата се епидемична обстановка, свързана с разпространението на COVlD-19 на територията на страната и обявеното с Решение от 13.03.2020 г. на Народното събрание на Република България за извънредно положение
НАРЕЖДАМ:
1. Всяка община да създаде организация за функционирането на кооперативните и фермерски пазари, като се отчете конкретната специфика като разположение, капацитет и брой на участващи производители за директни доставки на малки количества суровини и храни до краен потребител.
2. Въз основа на анализа по т. I и с цел опазване на всички участници във веригата от продавач до купувач могат да се прилагат допълнително следните практики:
2.1 Разширяване площта на фермерските пазари и поставяне на информационни табели за спазване на мерките;
2.2 Въвеждане на заграждания, с цел предотвратяване струпването на хора и определяне на задължително еднопосочно движение в рамките на пазара;
2.3 Осигуряване на персонал, който да предоставя и осигурява контролиран достъп на клиенти;
2.4 Предпазване на храните от вторично замърсяване при предлагането им;
2.5 Спазване на дистанция от минимум 2 м между продавачите, предлагащи продукция и между клиентите;
2.6 Ползване на предпазни средства от продавачи и потребители;
2.7 Спазване на лична хигиена и дезинфекция.
3. Да се даде възможност за достъп на стопаните до обработваемите земеделски площи. Да се даде достъп на земеделските производители за реализация на пазара, на произведената от тях продукция (зеленчуци плодове, посевен и посадъчен материал и друга готова продукция) при спазване на всички изисквания, целящи намаляване на риска от COVID-19.
4. За осигуряване непрекъснатост на дейностите по отглеждане на селскостопанските животни, по преработката на суровини и производство на фуражи, при налагане на карантина на контактните здрави лица, работещи в животновъдните ферми, преработвателните предприятия, същите могат да продължат работа с нарочно предписание, като могат да напускат дома си с цел придвижване до работното място, което гарантират с лично подписана декларация, като работодателя осигурява условия на работа, които не застрашават околните лица. Задължително е спазването на всички изисквания за лична хигиена, използване на лични предпазни средства и дезинфекция.
5. Да се преустановят или отменят всички допълнителни ограничения, въведени от органи на местната власт, които не са в съответствие със Закона за здравето и със Закона за мерките и действията по време на извънредното положение, обявено с решение на Народното събрание от 13 март 2020 г.
6. Заповедта да се съобщи на областните управители и кметовете за изпълнение, както и на МВР, директорите на регионалните здравни инспекции и областните дирекции по безопасност на храните за осъществяване на контрол по изпълнението.
Контрола по изпълнението на заповедта възлагам на доц. д-р Ангел Кунчев, главен държавен здравен инспектор и ресорните заместник-министри на здравеопазването.

ORDER
No РД-01-179 of 6 April 2020
Pursuant to Article 63 of the Health Act and in connection with the increasingly complex epidemiological situation due to the spread of COVID-19 on the territory of Bulgaria and the Decision of the National Assembly to declare a state of emergency dated 13 March 2020,
I hereby ORDER:
1. All municipalities shall organise the functioning of cooperative and farmers’ markets, taking into account their specifics (location, capacity and number of producers engaged in supplying small quantities of raw material and food directly to end customers).
2. On the basis of the analysis referred to in point 1 and with a view to protecting all participants in the vendor - buyer chain, the following additional practices may be applied:
2.1 increasing the areas used for farmers’ markets and placing information signs to ensure compliance with the measures;
2.2 introducing fencing to prevent people from clustering together and allowing only one-way movement at markets;
2.3 providing officials to ensure that access by clients is controlled;
2.4 protecting foodstuffs from secondary contamination while these are displayed;
2.5 ensuring a minimum distance of 2 m between vendors offering their produce and between clients;
2.6 protective equipment used by vendors and clients;
2.7 maintaining personal hygiene and ensuring disinfection.
3. Farmers shall be allowed access to their arable land. Agricultural producers shall be allowed the opportunity to market their produce (vegetables, fruit, seed and stock material and finished products) subject to compliance with all requirements aimed at curbing the COVID-19 risk.
4. To ensure continuity of the operations relevant to rearing livestock, processing raw material and producing feed, where contact persons who do not present with symptoms and work at animal breeding establishments are placed in quarantine, said persons may continue to discharge their professional obligations according to a dedicated schedule and may leave their place of residence for the purposes of commuting to their workplace, for which they shall provide a signed statement, with their employer ensuring working conditions that do not endanger their co-workers. All requirements relevant to personal hygiene, use of personal protective equipment and disinfection shall be observed.
5. Any and all additional restrictions introduced by local authorities and found incompliant with the Health Act and the Act on Measures during the State of Emergency Declared by a Decision of the National Assembly of 13 March 2020 shall cease to be effective and shall be lifted.
6. This Order shall be communicated to regional governors and mayors, who shall be tasked with its implementation, and to the Ministry of Interior and the Heads of Regional Health Directorates and Regional Food Safety Directorates, who shall be tasked with control over its implementation.
Associate Professor Angel Kunchev, PhD, Chief State Health Inspector, and the relevant Deputy Ministers of Health shall also be tasked with control over the implementation of this Order.

I have worked as a freelance translator and interpreter for the past three years and an adjunct lecturer at two Bulgarian universities for the past four years. I obtained my BA in Bristish and American Studies in 2016 and my MA in Conference Interpreting in 2017 (both with honours).
I am among the translators approved by the DGT of the European Commission for the BG>EN lot of its current translation agreement and all my translations have achieved the highest quality marks given by the DGT's revisers. I have ample experience revising and translating texts (EN>BG and BG>EN) in the fields noted in the relevant section of my profile and have also worked for the CdT. All of this work I have carried out via a Sofia-based agency.
In February 2018, I was accredited as a freelance interpreter with the institutions of the EU with a recognised language combination of Bulgarian - A, English - B, i.e. I have been allowed to provide retour into English in all interpreting modes. As an interpreter, I have worked for nearly all EU institutions and have provided services at international fora for various clients (UNICEF, ministries, companies and natural persons).
Since I am also a linguist, I have also taught courses in Introduction to General Linguistics, English Syntax, Translation (EN>BG) and Consecutive Interpreting. I am also part of the editorial board of a Bulgarian scholarly journal.
