The Cabinet, yesterday held a meeting to review the proposals for the 2014 Budget Statement and Economic Policy. The review is to enable Cabinet to approve the proposals before the presentation of the budget to the Parliament next week by the minister of Finance and Economic Planning. According to an analyst, the budget would present a true picture of the country’s economy; it would however be programme-based, which would require spending to be tied to delivery of specific projects.
‘‘Next year’s budget, he claims, will be a financial administration model that ensures greater efficiency in the delivery of the project.’’
Public-private partnership.
The expert noted that because Ghana has attained a lower-income status, it was no longer getting grants to finance projects. Therefore, government has to go to the financial market to raise funds to finance development projects, he said, adding that the government was now strengthening its efforts towards executing projects through public-private partnership (PPP).

Le Conseil des ministres s’est réuni hier afin d’examiner les projets de Déclaration Budgétaire et la Politique Économique de l’année 2014. L’objectif devrait permettre au Conseil d’approuver les projets avant que le ministre chargé des Finances et de la Planification Économique ne soumette le budget au Parlement la semaine prochaine. Selon un analyste, le budget devrait présenter une image réelle de l’économie du pays ; Il sera cependant basé sur des programmes clairement définis, ce qui nécessiterait d’associer les dépenses à la réalisation de projets spécifiques.
« Le budget de l’année prochaine, affirme-t-il, sera un modèle de gestion financière qui devrait assurer un meilleur rendement dans la réalisation du projet ».
Partenariat public-privé (PPP)
L’expert a fait observer que le Ghana ayant atteint le statut de pays à faible revenu, n’obtient plus de subventions pour financer des projets. Le gouvernement doit de ce fait, s’appuyer marché financier afin de lever les fonds nécessaires au financement des projets de développement, a-t-il dit, en ajoutant que le gouvernement intensifiait maintenant ses efforts afin de réaliser des projets au moyen du partenariats public-privé (PPP).
