Throughout the world there is much confusion caused by the many different definitions applied to 'accreditation'. This is most often caused by the inability to distinguish the differences between licensing, regulation and accreditation. Arguably the distinctions are academic but the failure to understand the differences often lie at the root of the inability of certain accreditation programs to achieve their stated goals.
To assist a common understanding (and thus qualify the position taken in the remainder of this report) 'working' definitions have been developed to draw a distinction between licensing, regulation and accreditation. The definitions are supported by the application of the concepts of licensing, regulation and accreditation currently used in the United States, the 'birth place' of accreditation.
The following 'definitions' are used throughout this report:
- Licensing - an award of social privilege. It grants the licensee a privilege within specified boundaries. The focus of a licence is public safety and requires certain minimum standards to be met. Licensing is safety oriented but realistic, role-based and is usually extended or renewed unless abused.
- Regulation - a more specific activity than licensing. It is needed to ensure quality. Licensing standards are an essential initial requirement. Regulation aims to create and sustain a particular behaviour so as to safeguard the interests of the community.
- Accreditation - a process that supports self-sustaining, continuous quality improvement. It ensures, maintains and enhances the quality of health services in the best interests of the community.
Throughout the world, considerable attention has been paid to evaluating and improving health care services and a number of approaches have been utilised in this endeavour. Many of the approaches have been 'labelled' accreditation albeit the purpose, emphasis, focus, approach and the expectations more closely resemble those of regulatory systems. This is most evident in parts of Asia (Philippines, Hong Kong and Taiwan), some European countries (Italy, Belgium and France) and in all Central and Eastern European countries with 'accreditation' programs.

По света има доста объркване, породено от многото различни дефиниции за “акредитация”. Различията са на академично ниво, но неразбирането им често се корени в неспособността на определени програми за акредитация да достигнат заявената цел.

- Лицензиране

- Акредитация
Акредитацията е процес, който е в подкрепа на самоподдържащото се, непрекъснато подобряване на качеството. Тя осигурява, поддържа и повишава качеството на здравните услуги, в служба на най-добрите интереси на обществото.
По света се обръща значително внимание на оценяването и подобряването на здравните услуги и затова се използват различни подходи. Много от тези подходи се наричат “акредитация”, но техните цел, ударение, фокус, подход и очаквания са много близки до тези на регулаторните системи. Това се вижда най-добре в отделни части от Азия, (Филипините, Хонконг, Тайван), в някои европейски страни (Италия, Белгия и Франция), както и във всички страни от Централна и Източна Европа с програми за “акредитация”.
