FRUSTRATION is mounting once again about the dangers emerging from the stricken Fukushima Dai-ichi nuclear power plant. This is partly due to new evidence: that there may have been a partial melting of nuclear fuel within the reactors’ protective structures and that radiation, including small doses of plutonium, has since leaked into the surrounding area. But fanning this anxiety is a grave new worry: that it may take months, rather than days or weeks, to bring this poisonous situation under control.
In the simplest terms, the latest bad news is that traces of plutonium have been found in soil samples near the stricken reactors. If fears of radioactive iodine-131, which loses half its potency every eight days, are bad, imagine how people may feel about plutonium-239, which has a “half-life” of 24,000 years. Tokyo Electric Power Company (TEPCO), the private monopoly that owns Fukushima, cannot say where the plutonium comes from: it may be from reactors No. 1 or 2, as a by-product of spent uranium, or from reactor No. 3, which has plutonium in its mixed-oxide fuel. That is the first indication of just how little the authorities know for certain about the situation.

The concerns over the health effects of dioxin and furan emissions have been significantly lessened by advances in emission control designs and very stringent new governmental regulations that have resulted in large reductions in the amount of dioxins and furans emissions.
The U.K. Health Protection Agency concluded in 2009 that "Modern, well managed incinerators make only a small contribution to local concentrations of air pollutants. It is possible that such small additions could have an impact on health but such effects, if they exist, are likely to be very small and not detectable."
Incineration plants can generate electricity and heat that can substitute power plants powered by other fuels at the regional electric and district heating grid, and steam supply for industrial customers.
Incinerators and other waste-to-energy plants generate at least partially biomass-based renewable energy that offsets greenhouse gas pollution from coal-, oil- and gas-fired power plants.
The E.U. considers energy generated from biogenic waste (waste with biological origin) by incinerators as non-fossil renewable energy under its emissions caps. These greenhouse gas reductions are in addition to those generated by the avoidance of landfill methane.
The bottom ash residue remaining after combustion has been shown to be a non-hazardous solid waste that can be safely put into landfills or recycled as construction aggregate. Samples are tested for ecotoxic metals.
In densely populated areas, finding space for additional landfills is becoming increasingly difficult.

L’Unione Europea considera l’energia prodotta dagli inceneritori con l’uso di rifiuti biogenici (rifiuti di origine biologica) come energie rinnovabili, non fossili, nell'ambito dei limiti massimi di emissioni. Questa riduzione dei gas serra va a sommarsi a quella ottenuta evitando le emissioni di metano da discarica.
È stato dimostrato che la cenere pesante che rimane come residuo dopo la combustione è un rifiuto solido non pericoloso, che può essere messo in discarica senza problemi o riciclato come materiale inerte da costruzione. Vengono eseguiti test su campioni per verificare la presenza di metalli dannosi per l’ambiente.

Non credo, quindi, che possiamo effettuare i test che ci chiedete.

Prima della prova i campioni sono stati applicati, in due mani a pennello, su appositi supporti di materiale plastico, quindi essiccati in camera climatica a T=23±2°C e UR=50±5% per 7 giorni.
Per il test sono stati utilizzati i seguenti microrganismi:
- Escherichia coli ATTC 8739,
-Pseudomonas aeruginosa ATCC 9027
Il substrato utilizzato è Mineral Salt Agar.
Le due specie batteriche sono state impiegate separatamente.
Come indicato dalla norma, prima della prova i provini verniciati sono stati sottoposti a pulitura con una soluzione di etanolo-acqua (70:30).
Il substrato (Mineral Salt Agar) è stato inoculato con una sospensione cellulare in modo da ottenere 5x104 cell./mL di agar e, di seguito, è stato versato in capsula Petri. Dopo solidificazione dell’agar, il provino è stato posto sulla sua superficie ed è stato ricoperto con agar inoculato con la stessa concentrazione cellulare. Dopo la solidificazione di tale strato, le capsule Petri sono state poste ad incubare a 29 ± 1°C per 4 settimane. Al termine di tale periodo è stata osservata visivamente la presenza o l’assenza di sviluppo batterico.
