The passage I am translating speaks about the late Tunisian minister and independence advocate المنجي سليم (Mongi Slim) :

انخرط في صفوف الحزب الحر الدستوري التونسي، حتى أصبح كاتبا قارا للمجلس الملي

The phrase refers to a capacity he served in the Tunisian Constitutional Liberal Party. An Arabic equivalent would also be appreciated if possible.
