Kittilina is probably right. N/A is usually Not Applicable but that makes no sense here.

I think you may be getting mixed up here. Estipulación Novena would refer to a clause in a contract or terms and conditions, etc. I have translated a lot of stuff on Ley 15/2010 and it says nothing like this. Neither does it reach an Articulo 9 - it has 5 principal 'Articulos'.

So you need to look at your contract or whatever and proceed from there.

It rather looks like there is a construction contract involved here - from the use of certification - and amounts are retained, as is normal, to secure claims for defects etc.

Estipulación? I don't think Not Applicable is appropriate here as it doesn't make sense within the sentence. I had a look at both Ley 3/2005 and 15/2010 and the ninth article refers to abusive clauses and does not seem to make any reference to withholding amounts by way of guarantee. Maybe it refers to the preamble? Have you got a bit more context you could give us?

I think it means "will retain an amount, not yet assigned ..." or "will retain an amount, TBD ..."

The link below shows that N/A is used to mean "no asignado"
