Kommissær for Sundhedbeskyttelse would be a litteral translation, though I might use either the Hungarian original in the title also (or if not available, then the English translation).

After giving it more thought, another alternative would be
"Kommissær for folkesundhed", if you wanted a more litteral tranlation for the term.
However I wouldn't use the term "Kommissær for den offentlige sundhed"
