What would אין להוציא חוטא נשכר sound like in English? I am not sure what they mean exactly by להוציא. This is a court case that has to do with drugs and extradition.

The full sentence is:
אין להוציא חוטא נשכר אך ורק בשל הבדלים בין שיטות משפט שונות

The Hebrew is very literary: I don't think they literally mean sinners, but rather criminals.
