Searching within PubMed, I found the two terms ("pharmaceutical cosmetics" and "medicated cosmetics") to be equally common - or rather equally uncommon - but, to my native speaker ears, "medicated cosmetics" sounds more appropriate. The other suggestion ("pharma-cosmetics") didn't pan out at all . . .
