Em 1979 o general João Baptista Figueiredo assumiu a presidência com a promessa de abertura política, e de fato a Comissão de Saúde da Câmara dos Deputados promoveu, no período de 9 a 11 de outubro de 1979, o I Simpósio sobre Política Nacional de Saúde, que contou com participação de muitos dos integrantes do movimento e chegou a conclusões altamente favoráveis ao mesmo; ao longo da década de 80 o INAMPS passaria por sucessivas mudanças com universalização progressiva do atendimento, já numa transição com o SUS.

Whatever it was called "back then"... ... "democratization" is certainly a valid description of the process that requires little explanation.
The following article uses the term to describe processes going back as far as 1642!

Abertura política Back then, the word "democratization" was never used. It was just the very beginning of a very arduous process that would lead the country from full dictatorship to a more open political regime.

It refers here to the move away from a military regime towards a democratic form of government.

Promessa de abertura política para mim significa o início de algo, mesma ideia veiculada pelo ing de opening. Já openness me parece a abertura como um fato já constatado.

political opening-up

Abertura política é considerado mais como um processo do que como um estado. Political openness doesn't work for a process. Democratization is a process, but might go to far when talking about the abertura política in Brazil of the late 70s.

For countries like China, Cuba, Iraq, Mozambique, Portugal etc. the term "political opening up" was or is being used. While the latter dictatorships were toppled by a revolution, you might compare the abertura política in 1970s Brazil - still far from the first free elections - to the situation in Cuba or China nowadays where first small steps are being demanded.
