Portuguese to English Other Government / Politics

I am translating this text that used the word "intervenção" in the following context:

"Esta intervenção busca contextualizar aspectos das relações políticas e econômicas entre o Brasil e a República Popular da China, durante a década de 2000, período no qual os níveis de intercâmbio comercial, de articulação política e de investimentos atingiram elevados patamares..."

This phrase was at the beginning of an academic text from a university professor. It was the first phrase of the abstract.

Here is another phrase from the abstract that uses the word again:

"Diante da perspectiva de avanço desse processo é que apresentamos a presente proposta de intervenção que tem por objetivo analisar aspectos da atuação de Brasil e China em foros internacionais de governança."

From what I understand, "intervenção" in this context seems like it is talking about the type of text it is - an opinion on political matters. I do not think it would be appropriate to translate it as "intervention". What do you think? Thank you in advance for your help!
