Tendo em vista que o Dicionário de Direito, Economia e Contabilidade (por Moreira de Castro) fala para traduzir código penal como "penal code" e direito penal como "criminal law", como traduzir a seguinte frase:
"Não cabem interpretações extensivas de normas penais ou analogias prejudiciais ao réu."
É de um jornal nacional do Brasil, e fala para o leitor geral, não especialista. O autor está falando da melhor maneira de criar/escrever um novo projeto de lei.
Pensei em "criminal rules" ou "sentencing norms." Suas sugestões são bem-vindas!

criminal regulations
sometimes "normas" can be "regulations" if you have already used up "laws" or "legislation" Might be better than "provisions" which to me might better be used for "provisions of criminal law" or "provisions of criminal legislation"
